The Texas Windstorm Insurance Association is a not-for-profit insurance association established by the Texas Legislature as a residual insurer of last resort. It operates like an insurance company, is not a direct competitor in the private market, provides wind and hail coverage to applicants unable to obtain insurance in the private market, and is governed by Chapter 2210 of the Texas Insurance Code.
TWIA policies cover only property damage caused directly by wind and hail and exclude damage caused by flooding and storm surge. Policies cover residential and commercial property within the area designated by the Commissioner of Insurance. Applicants must have been denied coverage by at least one insurer in the private market, and the coverage area includes the first-tier coastal counties and parts of Harris County east of Highway 146.
